Policy Name: 129-A 6431 Campus Security Committee

I. Policy Statement  

In reference to Article 129 A of the New York State Education Law § 6431, Holy Trinity Orthodox Seminary, although not required to do so on account of its status as a private institution which is ineligible to receive state funds, will nevertheless maintain a Campus Safety Advisory Committee responsible for evaluating and recommending changes to the Seminary’s campus safety efforts.

II. Reason for Policy  

Holy Trinity Orthodox Seminary, under no obligation to exactly implement New York State Education Law § 6431, which requires the President of State-funded Seminarys to appoint a Campus Safety Advisory Committee for the purpose of promoting the safety and well-being of members of Seminary communities in New York, acknowledges the reasonable and well-intended purpose of the law. This policy takes the law as a recommendation to implement effective measures for campus safety.

All members of the Seminary community should be familiar with this policy.

VI. Procedures  

Composition of the Committee  

The composition of the Seminary’s Campus Safety Advisory Committee will be as follows:

1. The Committee will be composed of the Rector, Dean, Assistant Dean, and Dean of Students.

2. The Rector may select additional members of the committee at his discretion.

3. Committee members serve at the pleasure of the Rector. The Rector may replace members at his discretion.

Responsibilities of the Committee  

The Committee will meet as needed. The Committee will review current campus security policies and procedures, and make recommendations for their improvement. It shall specifically review current policies and procedures for:

1. Educating the Seminary community about sexual assault, domestic violence, stalking prevention, applicable laws, ordinances and regulations, and the penalties for commission of those offenses pursuant to New York State Education Law §6432.

2. Educating the Seminary community about personal safety and crime prevention.

3. Reporting of sexual assaults and dealing with sexual assault victims during an investigation

4. Referring complaints to appropriate authorities where necessary

5. Counseling crime victims

6. Responding to inquiries from concerned persons

Reporting

The Committee will submit a written report to the Rector following each meeting. The report will provide a summary of the Committee’s findings and recommendations.
